Judy is an adaptation of the Drupal default theme "Garland", for TikiWiki CMS/Groupware. I'm pretty sure there is room for improvement in the emulation since, when I finished Judy, I had some parts left over (background image files and CSS styles from Garland that didn't get used here, etc). But the general look is close enough for now (though details will be improved as I look at more features and get feedback).

All of the features of Tiki, version 3, are supported, as these don't depend on the theme, which is a "skin" only.
